Teachers should now renew their license online. Click here to create an account or, if you have already registered, to login to your HTSB account. After creating your account, you will be able to complete the renewal process from within your HTSB account. When teachers renew online, their information is automatically updated in the system.
DOE payroll deduction of license fees stopped on July 1, 2010. You should now pay your license fee online by credit card or eCheck, using one of the payment plans offered by HTSB. Teachers may choose to pay their license fee in one, two, four or twelve installments over the next year. All teachers who register and create their HTSB account by September 30, 2010 will have the "convenience fee" paid by HTSB; teachers who do not create an account by September 30 will have to pay the "convenience fee" themselves. Remember, the law requires all teachers to hold a current, valid license. To keep your license current, you must pay your license fee. When you login to your HTSB account, the system will tell you the balance due on your current license. If your current license still has a balance due, you must pay off that balance before the system will allow you to renew your license. After you pay the remaining fee for your current license, a button will appear that allows you to renew your license. You may renew your license up to six months in advance of the expiration date.
Teachers with licenses expiring on or after July 1, 2010
All teachers with a license expiring July 1, 2010 or after must apply for a five- year renewal to maintain their teaching license. It is recommended that licensees submit the HTSB Renewal Application up to six months prior to expiration of their current license.

There are three forms to complete for the renewal process:
- HTSB Form RA1010: Application for Renewal of Hawai`i Teaching License. This form should be completed online by clicking here. When you renew your license using the online system, you do NOT have to download the application and submit it to HTSB, as our office will automatically receive your application when you complete it online. Remember, when you use the online system to renew your license, your information is automatically updated. If you use the paper application, HTSB Form RA1010, your information will be updated after your document is evaluated by the Licensing Section. Processing times vary, and paper applications are evaluated in the order received. We encourage you to apply for your renewal online.
- HTSB Form RA 4010: Verification of Experience for Renewal. Teachers should download this form, have it signed by their supervisor, and keep on file in the event they are audited. You do NOT submit this form to HTSB unless you are audited.
- HTSB Form RA 5010: Verification of Satisfying Hawai`i Teacher Performance Standards Documentation. Teachers should download this form, have it signed by their supervisor, and keep on file in the event they are audited. You do NOT submit this form to HTSB unless you are audited.
Teachers must complete the Verification of Experience for Renewal and Verification of Satisfying Hawai`i Teacher Performance Standards forms before submitting the Renewal Application to HTSB.
For Form RA 5010, teachers holding a valid Hawai`i teaching license on or before July 1, 2002 may use activities completed since that date. Teachers licensed by HTSB after July 1, 2002 may use activities completed since the issuance of their first license.
Teachers should retain a copy of all forms and supporting documentation, including verification documentation relating to Form RA 5010. In the event a teacher is selected for a random audit, all documentation will be required to be submitted to HTSB.
Teachers with licenses expiring up to and including June 30, 2010
Teachers with a license expiring prior to July 1, 2010 must submit an application for an extension of their license prior to the expiration date, if they have not already done so. Teachers who fail to extend their license must then apply for an initial license.
If you have not yet submitted your application for an extension, please do so as soon as possible. Submit this application in hard copy to the Hawai`i Teacher Standards Board via DOE pouch or US mail. If you have already submitted your application, please wait for your printed license to be sent to you at school.
We have been inundated with applications and are processing them as quickly as we can. Leaving or sending multiple extension applications, telephone messages or emails creates even more of a bottleneck so please give us time to accommodate the hundreds of requests that we are receiving daily. What do I submit to HTSB to renew my license?
You should complete the online renewal application by clicking the "Renew" button in your online account. You must create an account with HTSB to renew and pay online using one of the payment plan options whichi will be listed. Once you renew and make payment, you should receive your printed license. You do not submit any paperwork when you apply online.
Why did HTSB change the requirements?
HTSB revised the renewal process to be more aligned with statutory requirements to verify teachers meet all ten Teacher Performance Standards and have had satisfactory experience within the last five years prior to their renewal.
Who has to renew their license?
A teacher holding a license that expires July 1, 2010 or after needs to complete the renewal process.
What do I do if my license expires prior to July 1, 2010?

How do I know when my license expires?
Ideally, you have your current license and can check the expiration date. If you do not have your license, you may look it up using the "Public Search" feature of our website, which you may access from our homepage. If not, email the Licensing Section at licensingsection@htsb.org. The Licensing Section will respond to you as soon as possible, but please understand that they are receiving emails from 14,000 teachers!
What is the difference in an extension and a renewal?
A three-year extension is issued to teachers holding a license that expires on or before June 30, 2010. To apply for an extension, teachers submit the extension application to HTSB in hard copy.
A five-year renewal is issued to teachers holding a license that expires on or after July 1, 2010. To apply for a renewal, teachers submit the renewal application to HTSB after completing the Verification of Experience for Renewal and Verification of satisfying Hawaii Teacher Performance Standards Documentation. Currently, the application must be submitted in hard copy. After the online system is available, you can complete the process completely online.
Do I still use the orange packet previously distributed by HTSB?
No, the process has been revised and the orange packet is obsolete.
What do I submit to HTSB?
Teachers should apply for a renewal online by creating a HTSB account. By applying online, your application is accepted by the system and your information is updated instantly. If you submit a paper application, Form RA1010: Application for Renewal of Hawaii Teaching License, your application will have to be evaluated by the Licensing Section. Paper applications are reviewed in the order received.
How do I submit my application to HTSB?
When you renew your license online, the HTSB automatically receives your application, and you do not have to submit any other document.
What do I keep for my records?
You should keep a copy of your application, the two other required forms (Form RA 4010 and Form RA 5010), and any documentation for meeting the standards that you listed on Form RA5010.
How far in advance can I submit my renewal application to HTSB?
You can submit your application up to six months prior to the expiration of your current license. You must submit your application for renewal prior to the expiration of your current license or you will have to apply for an initial license.
If I participated in the Renewal Pilot Project am I entitled to a renewal?
Yes, HTSB has your name on file and participation in the Pilot Project verifies that you meet all ten Teacher Performance Standards. You should list the "Pilot Project" as your activity for each standard on Form HTSB RA5010. However, in order to receive your renewal, you must complete both Form 4010, Verification of Experience for Renewal and your application, now available online. Remember, you apply online and keep the other two forms for your records.
Do I still have to earn 60 points to receive a renewal?
No
Do I still have to submit a Professional Growth Plan and a Reflection paper?
No
How do I pay for my renewal?
If you are currently on Hawaii DOE payroll, you are paying the fee on a “pay as you go” basis through payroll deduction. After the online system is activated, you will make payment directly on the website. You will receive a postcard at your school when the system is ready and at that time you will start paying license fees online by eCheck or credit card.
If you are not a Hawaii DOE teacher, you must pay the fee of $240 to HTSB with a cashier’s check or money order. Once the online system is activated, you will make payments online.
How will I know how much to pay for my license fee?
The system will automatically calculate the balance of your license fee and allow you to choose the payment plan that fits your needs: one payment, two payments, four payments, twelve payments spread over one year.
Can I really use my PEP-T to meet the renewal Hawaii Teacher Performance Standards requirement?
Yes, as long as you received a “Satisfactory” rating in all areas.
What if I completed my PEP-T over a year ago?
You should ask your supervisor to verify that you still have “satisfactory” status. For a sample of this verification, click here.
How do I get a copy of my last PEP-T evaluation?
If you do not have a copy in yourown files, you should ask your school for a copy. HTSB does not have a copy of your PEP-T. You do not submit the PEP-T unless you are audited.
What if I am not a Hawaii DOE employee- can I use another performance evaluation to meet the standards?
Yes, but it will be your responsibility to explain how your evaluation meets one or more of the Hawaii Teacher Performance Standards.
How do I know what kind of documentation to keep for the Verification of Satisfying Hawaii Teacher Performance Standards Documentation Form?
Documentation requirements are listed in Column 3 on Form RA 5010.
What happens if I don’t renew my license?
To comply with State law, you must renew your license to remain eligible for employment in Hawaii’s public schools. If you let your license expire, you will have to apply for a new license instead of a renewal.
What if I submit my application and later received notification from HTSB that it is incomplete. Will I be penalized if I can't correct it before my license expires?
HTSB uses the date that a form is received as the official date for the form, not the date that the Licensing Section processes the form. So, no teacher will be penalilzed because of a backlog in processing the form. It is anticipated that approximately 6,000 teachers will renew their license this year, so the 4 clerks processing these form may have a signifigant backlog.
Will the HTSB check the answers on the Professional Fitness questions for every application, or only on those selected for audit?
HTSB checks the Professional Fitness answers for every application submitted. The audit will focus on the verification of experience and verification and documentation of meeting the Hawaii Teacher Performance Standards, which teachers should keep in their files.

Who has to sign my Verification of Experience for Renewal Form?
An authorized school or district official can sign you form. For example, your Principal, Superintendent or Headmaster.
