You must meet the following criteria to receive the Provisional License.
All required forms and documentation must be submitted before your application will be reviewed. Incomplete applications can not be processed . Applicants are responsible for submitting all required materials. You must reapply for the Provisional License every year, up to three years.
1. Download and complete the application for Provisional Hawaii Teaching License
2. Meet the Professional Fitness requirements listed on the application, Section Two.
If you answer "yes" to a question in the Professional Fitness section on the application, submit the following documentation with your application:
a) Your signed statement with full explanation for each circumstance or incident, including the state in which the complaint, lawsuit, investigation or adverse action occurred and the disposition of the matter, as well as relevant explanation of the circumstances;
AND
b) Certified copies of official court records for criminal convictions and official or notarized copies of documentation of other matters;
AND
c) Two letters of recommendation addressed to the Hawaii Teacher Standards Board from people who have known you in a professional capacity within the last five years. References should include their telephone and email contact information as the letters will be verified.
Additional documentation may be requested after the evaluation of your documents.
NOTE: Failure to disclose information or providing false answers can lead to denial of your application.
3. Complete a State Approved Teacher Education Program (SATEP).
a) If you completed a SATEP in Hawaii prior to 2002 or in another state at any time, submit the Institutional Recommendation.
OR
b) If you completed a SATEP in Hawaii since 2002, your institution will verify your teacher education program completion to HTSB, and you do not have to submit the Institutional Recommendation.
OR
c) If you completed a non-U.S. SATEP, submit an Educational Credential Evaluators (ECE) evaluation of your foreign transcript. Information may be found at www.ece.org. Submit this with your application.
4. Verify that you meet content expertise in the area of your license field.
a) Pass Hawaii subject area examinations in the field of your SATEP if you completed your SATEP in Hawaii or if you completed a SATEP in another state but did not take any licensure content test in that state. NOTE: Praxis requirements have recently changed. Check the Praxis Chart to ensure you take the correct tests.
OR
b) If you completed your SATEP in another state, pass subject area examinations for licensure in the state where you completed your SATEP. Submit official or notarized copies of your subject area licensure test passing score(s) with your application.
OR
c) If licensure tests do not exist in your license field, you must submit evidence of a major in the field of your SATEP. Submit an official transcript or notarized copy with your application showing a major in the same field as your SATEP.
5. Pay your license fees.
The license fee is the last requirement for your Provisional Hawai'i teaching license. Send a cashier's check or money order made payable to the Hawai'i Teacher Standards Board (HTSB) in the amount of $48 with your application. Currently, teachers employed by the Hawaii Department of Education will have the license fee deducted by mandatory payroll deduction and should not submit payment. However, applicants should check the website for revisions to the fee payment procedure once HTSB's online licensing system is launched.
