STANDARD LICENSE

You must meet the following criteria to receive the Standard License.

All required forms and documentation must be submitted before your application can be reviewed.  Incomplete applications can not be processed.  Applicants are responsible for submitting all required materials. 

All Standard License applicants must submit  numbers 1, 2 and 3 below.  Additional required documents are then listed according to your preparation and license history.

1. Submit an application.

Download the application for Standard Hawaii Teaching License. Submit your signed, dated application to HTSB.

2. If you answer "yes" to a question in the Professional Fitness section on the application, Section 2, you must submit the following with your application:

a)             Your signed statement with full explanation for each circumstance or incident, including the state in which the complaint, lawsuit, investigation or adverse action occurred and the disposition of the matter, as well as relevant explanation of the circumstances;

AND

b)             Certified copies of official court records for criminal convictions and official or notarized copies of documentation of other matters;

AND

c)             Two letters of recommendation addressed to the Hawaii Teacher Standards Board from people who have known you in a professional capacity within the last five years. References should include their telephone and email contact information as the letters will be verified.

Additional documentation may be requested after the evaluation of your documents.

NOTE: Failure to disclose information or providing false answers can lead to denial of your application.

3. Pay your license fee.

Send a cashier's check or money order made payable to the Hawai'i Teacher Standards Board (HTSB) in the amount of $240 with your application.  Currently, teachers employed by the Hawaii Department of Education will have the license fee deducted by mandatory payroll deduction and are not required to submit payment.  However, applicants should check the website for revisions to the fee payment procedure once HTSB's online licensing system is launched. 

You must also submit the following additional documents.  Find the category (A. - F.) that describes your preparation and license background and submit the documents listed for your category:

A.  Applicants Who Do Not Yet Hold A Teaching License but who Did Complete a State Approved Teacher Educatio Program Must Also Submit:

1.  Submit proof of completion a State Approved Teacher Education Program (SATEP):

Submit the HTSB Institutional Recommendation. Complete the top portion of the form, sign and date it, and send it to your institution.  They should return the from to HTSB.

NOTE: Applicants completing a Hawai'i state approved teacher education program since 2002 are NOT required to submit the HTSB Institutional Recommendation because documentation will be submitted directly to HTSB by Hawaii's approved teacher education institutions and agencies no later than 6 weeks following the date of your program completion.

2. Pass Praxis basic skills, pedagogy and content knowledge tests. 

NOTE:  Praxis requirements have recently changed.  Check the Praxis Chart to ensure you take the correct tests.

See Praxis Information Sheet for the Praxis tests required for licensure in Hawai'i. ONLY Praxis tests with the exact code, title, and cut score at or above Hawaii's passing score may be accepted by HTSB. Official score reports from Educational Testing Service (ETS) are required. If you used Code 8620 as a recipient of your score(s) when you registered for a test, HTSB will receive an official copy directly from ETS. However, if you did not list Code 8620 as a recipient, you may request an official copy from ETS for a fee. You may also send a notarized copy of your official passing Praxis score reports.

B.  Applicants Who Completed A SATEP and Hold A Teaching License In Another State Must Also Submit:

Download HTSB's Confirmation of Licensure and Certification Tests Taken, send it to your out of state licensing agency, and ask them to return the form to HTSB.  If the agency confirms that you completed a State Approved Teacher Education Program and that you passed licensure tests in basic skills, pedagogy and content knowledge, you will not have to submit any other documentation. 

If your state does not confirm that you completed a SATEP you will have to submit the Institutional Recommendation to HTSB. 

If your state does not confirm that you passed licensure tests in basic skills, pedagogy and content knowledge, you will have to take the Hawaii Praxis tests in the missing category and submit official Praxis score reports to HTSB.

C.  Applicants Who Hold A License In Another State But Did NOT Complete A State Approved Teacher Education Program Must Also Submit:

  1.   Submit a notarized copy of your current, valid teaching license from another state with your application;

AND

  1.   The Verification of Qualifying Experience From, showing at least three (3) years of full-time, satisfactory teaching experience within the past seven (7) years.  Submit this form to your employer and ask them to send it to HTSB.

AND

Passing scores for Hawaii licensure tests in basic skills, pedagogy and content knowledge in the field of your out of state license. Submit official Praxis score reports to HTSB. Check the Praxis Chart to ensure you take the correct tests.

D.  Applicants Who Hold A Valid Teaching License And A Valid National Board For Professional Teaching Standards (NBPTS) Certificate Must Also Submit:

1.  Submit a notarized copy of your current, valid out of state teaching license with your application;

AND

2.  Submit a notarized copy of your current, valid NBPTS certificate with your application.

E.  Applicants Who Received The Meritorious New Teacher Candidate (MNTC) Designation On Their Valid Teaching License Must Submit :

A current, valid out of state teaching license with the MNTC designation with your application.

F.  Applicants Who Completed A Teacher Education Program At A Non-U.S. Degree Granting Institutions Of Higher Education (IHEs):

Submit an original or notarized copy of the Educational Credential Evaluators (ECE) Evaluation Report of your transcript evaluation with your application. Information is available from ECE's website, www.ece.org.
